Real Estate firm specializing in Affordable Housing that develops and constructs high quality multifamily buildings. Company oversees all aspects of affordable housing development, construction, and design of new construction and rehabilitation of low-income apartment buildings

JOB SUMMARY:

The Purchasing Agent will coordinate multiple projects from preservation to new construction of multi-family residential properties. They will be responsible for day-to-day project level purchasing activities and leading project bid procedures and managing project teams to facilitate the effectiveness of purchasing strategies. They will also coordinate closely with Clients and Subcontractors, effectively communicating at all times. Assist during preconstruction during the estimating process.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Support the procurement process for from initial set up of Purchasing Schedules, development, and oversight of trade bid packages, bid forms, leveling sheets, written scopes of work from initial bid through Subcontract Award.
  • Develop, maintain, and cultivate effective working relationships with the key employees of the subcontracting and material supply firms that engage on our projects.
  • Solicit subcontractor/vendor proposals and evaluate against specifications requirements and budgets.
  • Review bids for completeness and accuracy.
  • Assist in selection of preferred bidder based on competitiveness and ability to fulfill contract requirements
  • Resolve specification, scope of work, and plan conflicts.
  • Prepare a Bid Comparison summary, review with management team and make recommendations for award to be communicated to project teams, Senior management and or Clients.
  • Attend client and project meetings, including design meetings when required in order to facilitate the purchasing of all subcontract agreements.
  • Have experience in conducting, collecting, and organizing research & market data and analysis.
  • Assist Estimating in updating and maintaining Subcontractor Unit Price and Labor Rate Databases
  • Manage the job specific and master Bidder's lists including working with the SVP/Project Executive/Principals for subcontractor selection.
  • Spearhead the tracking of all pre-qualifications and risk management profiles.
  • Maintain Subcontractor database inclusive but not limited to Prequalification, Financials, State/City Certifications, Safety record, Bidding history, reviews, etc.
  • Ensure balance in the award process to maximum the use of all subcontractors.
  • Review and manage Subcontractor Agreements including negotiating terms, when required.
  • Resolve contract concerns and or modifications, as well as monitoring the execution to ensure a fully agreeable contract between parties from bidding through contract signing.
  • Enforce Corporate Safety Plan and that all related elements are included during procurement.
  • Knowledge of insurance risk management strategies. (CCIP/OCIP programs preferred)
  • Assist with managing Subcontractor insurance requirements and approval so as not to delay a Subcontract award.

EDUCATION / EXPERIENCE REQUIREMENTS:

  • 5 years of experience in the field Construction, Estimating and Purchasing preferred
  • 4-year college degree or equivalent work experience desired.
  • Multifamily Affordable Housing preferred
  • Negotiating experience
  • Proficient with Microsoft Office
  • Timberline and Procore preferred
  • Must have excellent verbal and written communication and outstanding customer service skills,
  • Experience handling sensitive and confidential information and materials
